I see it as more incomplete than incorrect. And, really, most people know the "particle and a wave" thing, but they don't really understand how that works. Case in point: Me. So...accuracy gets kind of lost anyway.

If you're going to go with how it should be viewed by most people, then when also taking the conditions most people will think about photons in they're closer to waves than particles. The point still remains that they aren't really particles, so calling them such is incorrect, even though they have particle-like qualities.

They have particle-like qualities and wave-like qualities.
And apparently, being observed makes them act differently. I think.
