Huh, reading that, I don't understand the concept of local authorities 'intentionally promoting homosexuality'.
I almost interpret it as people with minor political power using their position to try to seduce young people of the same sex to sleep with them...
Or even that people with such power, politicians, police officers, or even teachers, were to start promoting homosexuality as one markets a candy bar... 'Free samples anyone?'
In certain light, promoting any one sexuality over another would be wrong, as a person's orientation is not a choice, and nobody's business but their own. So pro-gay or pro-straight would be equally backward ideas.

The idea behind it originally was that the Tory party didn't want any mention of LGBT people in schools. This included having no LGBT teachers in schools. Shamefully, the act passed through the Westminster Parliament. It was part of the way Maggie Thatcher saw the world: She thought if people weren't taught about something they wouldn't be interested in it, which says lots more about her than anything else. Brian Souter is basically a religious fundamentalist* and can't differentiate between LGBT people and pederasts, he refers to gay men as "Old queens" and says that all gay men want to do is have sex with children. *A religious fundamentalist multi-millionaire. So obviously some parts of the bible should be read and not others, nothing ever changes.....
