Yes, she most certainly could be, unless California has a close in age law that would cover such an instance.

Note that this would still be statutory rape under Canada's rules because 16-18 year olds are only supposed to have sex with other 16-18 year olds. Or at least that was the law when I took law in high school, which was a few years ago so it might have been changed.

Note that she is 20 now, so depending on where the birthdays fall, he could have been anywhere from 15-17 at the time. ETA: if she is convicted of statutory rape on this, that would make the allegations true and she is set for life (after she gets out)

A 19-year-old getting on the sex offender registry for life for fucking a teenager is absolutely ridiculous. This is hilarious for the simple fact that it destroys his family-fun-friendly Disney Channel image.

Welll, beiber is filthy rich, so he can afford a paternity test and embarrass her. It isn't really worth his time, but would be lulzy. She totally deserves to be exposed.

This is hilarious for the simple fact that it destroys his family-fun-friendly Disney Channel image. THIS. One of the reasons Bieber is so popular is because he's a parent friendly pop icon for pre-teen/teen girls. It kind of ruins that completely if he's caught shagging (slightly) older women. Also, at least from what I've seen, a lot of his fan girls only like him because they think he's cute and have a chance at being his girlfriend. Even if it isn't true, I bet that he's definitely going to lose some fans.
