It's actually 2/3 of the states, and the reason it's never been done is because no one knows how such a convention would operate. I knew it was a big fraction. *nods* Thanks.

Even in the unlikely event that this does pass, how would it actually change anything? I get that the large corporations would not be able to give an unlimited amount of money to fund a political party, but wouldn't they just find other ways to get around the system? I am pretty sure there are other ways inside the system that would allow them to make sure their candidate was elected, the current process and laws just make it more convenient. As I understand it, the amendment would allow Congress to regulate campaign finance law. So if corporations found loopholes, Congress could close pass legislation to close the loophole. Currently, any such regulatory laws are being struck down because of Citizens United.

OK, I am a little bit confused though. Even in the unlikely event that this does pass, how would it actually change anything? It wouldn’t directly. It would just give Congress the power to change things—power Congress currently does not have, according to the Supreme Court. So it is just the first step in what could be a long, hard battle.
