No, for the same reason Virginia Tech wasn't considered an act of war. Like any action that can be considered an act of war, it only counts if a government, not a civilian, is behind it. Damn, and here I was hoping I could try and hack the US and get your forces to clean up dictators in countries without oil. (like mine.)
