This must be an American entitlement thing, but in South Africa all banks charge you a monthly fee on debt cards. They further charge you a small amount on each transaction. The debt card fees are actually on the lower end of the spectrum compared to other accounts. (I think credit cards are the only account without a monthly fee, but they are working on the rapetastic interest rates on debt)

I think entitlement is the wrong word here...South Africa has its system, and we've had ours. You won't believe the differences an ocean can make in the contrast between cultures.

Last week Bank of America declared that it will be charging customers for utilizing their debit cards.
