For about a week now I've been having an issue with my internet speed. At first, I thought the issue was with YouTube, because videos were loading at a snails pace. It's clear now that it's not YouTube.
Right now I am trying to download a file that is only 113MB. It has been downloading for 20 minutes and is only 1/3 of the way complete. The strange thing is, my upload speed is normal.
Does anyone know what might be the problem? I will call my provider tomorrow, but if I can get some advice here I'd appreciate it.

Download limit reached maybe? Providers will cripple your speed if you go over it. *basks in the glory of his unlimited package.*

Haha, "unlimited package". Haha, you beat me. I dunno, my internet back home suddenly got fucked over after everyone began surfing the net on their phones, overloading the dumb tower. Play around with this at various times throughout the day and see how much the speed varies.
