And now we wonder how often do they do this. After all even if this WAS the first time they tried this, the doubt will remain.
Not suprised though, everyone is competing to get the news out first, so if you think you can predict what is about to happen then you can make the story in advance and maybe add some details when you get the actual facts. This time they just guessed wrong.
Some computer game magazines used to do this a lot. If your magazine comes out once every month and the deadline is approaching as some big game is about to be released the stakes are high. If you print that magazine without the article then some other magazine will get the first review. So what you do is, take some promotional pictures and write the review based on the hype, use as much of meaningless phrases to describe the game as possible and hope for the best. The problem is that if the game got delayed then you get caught (some magazine made a review a year before the game was finished.)
But this was years ago, back when there was no internet. I really didn't think that someone would still be doing this scam.

You can be pretty certain that ALL newspapers have potential outcomes in high profile stories covered and written before the events themselves have concluded. Given the time constraints on getting stuff written, edited and to the press it makes sense.
If you want to go after the daily fail for tactic racism, pointless scaremongering and generally being wank then go ahead, but singling them out for something that all newspapers probably get involved in is a bit meh.

Ninja'd! Damn it! But yes, I've heard that this is actually fairly common practice within the news media, especially since the advent of the 24 hour news cycle. As well as writing stories about expected events before they actually occur, it is also not uncommon to keep "ready made", highly general, pieces on hand relating to the death of important people or disasters in populated areas. If you guys are old enough to remember when slut whore was dealt with HRH Diana, Princess of Wales died, every media company pretty much instantly started showing extended pieces about her life, which quite obviously had been produced some time before, and were'nt just being put to air "off the cuff".
