He didn't have all the proper documentation on him. In Chad's second quote you'll see this, "Yada’s international license was apparently not sufficient to satisfy the letter of the law, which required him to carry either an Alabama license or one issued by Japan."
Such a stupid law.

According to the internet, the international driving permit (IDP) isn't a license at all, but a piece of supplemental information used to aid law enforcement officials in interpreting the license given to you by your home country. He should have been carrying a Japanese license along with his IDP.
