DARPA research helps civilians too, I'd rather take it from the tax cuts. How about this, we get rid of the Bush tax cuts and distribute the money to the NSF and the NIH.

DARPA research indirectly helps civilians, by accident. Scientists told to help people rather than kill them would probably better use that money for that purpose. In any case, every high-level research scientist shouuld have DARPA-grade cash.

DARPA did the internet too and will fund novel vaccines. DARPA will basically fund anything that has a conceivable military use, be it a fancy new gun, or medicine to keep soldiers from getting sick/dying, or communications equipment, or whatever.

I am aware, I was just using that as a very succinct example of DARPA developing something that isn't intended to kill people or facilitate killing people. Pfft. They are obviously only funding it so that twenty years from now they can have augmented super soldiers with machine gun arms that can shrug off bullets.
