DARPA did the internet too and will fund novel vaccines. DARPA will basically fund anything that has a conceivable military use, be it a fancy new gun, or medicine to keep soldiers from getting sick/dying, or communications equipment, or whatever.
I am aware, I was just using that as a very succinct example of DARPA developing something that isn't intended to kill people or facilitate killing people.
I was expanding for those who don't know.
