Yeah, it's a Flemish name. In Flemish names, the sequence "oe" is pronounced approximately like "ey". Matt Groening would be another example.

Also, before the word "boner" referred to what it currently does, it meant "mistake". And since it was probably a mistake to make Boehner the Speaker of the House...
