I hadn't seen that before, but frankly the only surprise to me is that it's the Jesus Seminar making the claim.
(For those disinclined to read the link: the Jesus Seminar concluded that the Lord's Prayer was never uttered by Jesus, but created from his ideas by early Christians.)
The main purpose of the Jesus Seminar is to determine which pats of the gospels are historical, but they make the mistake of beginning with the conclusion that Jesus really existed. But in reality there is little to no evidence of this, and as such no reason to think that he could have said any of the words attributed to him.
