More specifically, I need a tool that can break into *.gba files (GBA roms) and extract its guts.
Any suggestions?

Not that I expect to be much help, but what do you mean by guts.
I don't know about the GBA, but a good chunk of code is well beyond human readable when it gets to production, having been translated into various machine languages or such. To alter it at that point you're looking at playing with registers and various other evil things, like assembly.
That said, I have bounced the question off a few friends more familiar with the system to see what they know.

Unfortunately they don't have what I'm looking for: an editor for FF Tactics Advance. I mean, I could try to reverse it, but I don't have much experience in that area and would probably end up fucking something up.
