Only way to stop this stuff, I would suggest, is maximum exposure. Write to both you government representatives, and local and national media services demanding an investigation.
If you really are concerned, thats how you might have an effect.

And why doesn't the US government do something? I'd guess a lack of publicity, also the ones ultimately responsible for sending their kids to these Guantanamo-type facilities are ultimately scared, misinformed parents. You know - a conservative politicians bread and butter. If you called parents to task for this sort of child abuse you can imagine Republicans and Teapartiers rushing to screech about the US federal government interfering with parents rights and facilitating "out of control" teens riding roughshod over their embattled parents. The Same Republicans and Teapartiers who spun wild conspiracy theories about FEMA camps, fancy that.

An exposé on daytime TV would work wonders. Have survivors describe their experiences on talk shows (Oprah would have been perfect if it were still around), and there WILL be a massive public outcry. I guarantee it. You'd have to be completely heartless to not be infuriated by this.
