No prison rape, no beatings, no death penalty, no eye for an eye. Let's go with 'Two Wrongs Don't Make a Right' instead.

I'd make sure she gets a fair trial like everyone else. If the girl lives, then I suggest she go to prison and lose her kids. This lady has no business raising her own kids. If she kills her own kid like that, well, she can be a member of the Life club in prison.
Either way, get those kids out of that situation IMMEDIATELY.

In before Light Horseman says something like 'Well, we all get a little upset some times'. I don't think I've ever seen him try to defend abuse. He has before with comments like 'until you're a parent you won't understand'. And has also used the 'we all get mad' excuse Tibs mentioned. As for the topic at hand... I have no words. I just... rage!

As I recall that was for a slap when the kid is intentionally misbehaving. That's not quite the same as gluing its hands to the wall for something completely unintentional on the kid's part.

You almost have to think (or maybe hope) that mommy has psychological issues or something. I've known a couple bi-polars who flew off the handle during manic phases*. The fact that she resolved the situation by calling her mother in tears just adds to the suspicion. Not that this would excuse it or makes it any less horrible.
*One of my best friends kicked me in the stomach for correctly insinuating that she was cheating on her husband. She had no memory of the event and apologized, in tears, six months later when her mother off hand mentioned that it had happened. A former student assaulted her grandmother for no apparent reason after screwing up her meds.

How exactly was that supposed to help her with potty training? I mean, the kid couldn't exactly go to the toilet if her hands were glued to the wall.

Especially since victims of abuse are more likely to have difficulty controlling their bladders, and will often wet the bed until they're 11, 12 or even older. Mom of the Year may well have been the cause of the kid's potty training issues, at least in part.

Some kids take longer to gain control of those muscles.
