Off-topic, but I'm wondering how much of a step it would be from 'healthcare is a privilege, not a right', to 'voting is a privilege, not a right'.

I don't know, part of me suspects not too far, the idealisitic part says people would fight it. But in some aspects voting in the US has always been a privilege. Felons and some ex-felons lose their right to vote, women couldn't vote until the part of the last century, African Americans couldn't vote effectively until the middle of the last century.

I always hate it when an entertainer I like has views I deplore. The author Orson Scott Card is a freakin' loon but his books seem okay for Sci Fi. Oh and Dean Koontz is a strict Roman Catholic with all the fundie traits that implies...
