It's up to the state the distribute the money and there is probably the new program in Vermont because of the changes for students (which are pretty recent). I've been trying to find out, but did current SNAP recipients get grandfathered in under those changes? 'cause I'm seriously confused by everything I'm reading (they did make changes that helped community college students, but the student I referred to in a prior post is a Bachelor student).
