I found a Finnish article about the shooting where it was said that the emergency call-center in Norway refused to help when parents called there. One father had called the call center to notify the police after his daughter had first called him about the shooting (she was on the island) but the person in the call center refused to believe him. They also said that if something really IS happening there then those people should call for help by themselves. Another father had been told that his child is fine because "everything is happening in Oslo." You shouldn't be too worried about him ever getting out. One can detain a person for a month in Norway before a decision whether or not he should come out is supposed to be made yet he is held for 8 weeks for specific circumstances. I am not sure if such a clause exists in Norwegian law.
Point being - despite what law may or may not say they will likely keep him forever.

If they decide he's insane he'll be locked up far away for the rest of his life.
