Sounds to me like McCain is just saying "don't try to push stupid shit through until you have the numbers to actually succeed", not "don't pass stupid shit at all".

... So it looks like even some republicans are finally saying enough is enough with the teabaggers. About time someone stood up to them and tried putting them in their place. OF course the rest of the GOP are just saying that McCain is really a Democrat.

The way I see it, the "we don't have the numbers" was more of a cherry on top than the core of his message, like "This thing is stupid stupid stupid, and what's also stupid is believing that you can do this with these numbers"

In McCain's case, he's often taken a position I like (or at least don't hate) over the past ten years. Contrast this to most so-called RINOs who get the label because, say, they argue that individuals who want to donate to Planned Parenthood may only be worthy of being imprisoned, not beaten to death with lead pipes. McCain was a Presidential hopeful in 2000, presenting a highly respectable image especially compared to Bush, and while 2008 suggests that he would have lunged to the right if he'd won the nomination, I think the country would have been far better off with ol' John than with basically any other Republican candidate then or now.

He's saying that a balanced budget amendment can't be part of this debate. He implied that he would support one, but is openly saying that the Republicans should stop holding out for it.
