The wages paid to tip-earners in some parts of the US are obscenely low. As far as I know, only liquor-servers are paid less than minimum wage here in Alberta, and they still make at least $9.05/hour (minimum wage is $9.40).
I can't imagine trying to live off of $4/hour, even with tips.

Kind of funny that we should be expected to provide any tip for shit service. But what do you expect when the customer is required to subsidize the wait staff wage in addition to what is already being paid for the meal? Say you’re a shitty server: What kind of livability does minimum tipped wage plus 10% tips get you anyway? Moot question since servers rarely make minimum wage, but roughly half that. I did specify minimum wage for tipped jobs. There is a minimum for those jobs. It just happens to be horrendously low. Actually, what we need to do is index politicians' pay to the minimum wage. Don’t know if that would make much difference. Most politicians make significantly more money off of their other job or capital gains. They aren’t in the job for the paycheck. They are in it for the influence and fringe benefits. And the chance to engage in a bit of good ‘ol fashioned political corruption. From my admittedly limited understanding of the business, as I understand shitty wages plus tips should equal out to somewhere in the realm of $230 a week, if you're lucky. I made more than that part-time cleaning shit off of bathroom walls.

Restaurants are already dickbaskets of truly insurmountable proportions for paying less than half of a legal minimum wage and FORCING their employees to live on tips which, while generally mandated and expected, are not guaranteed. (Especially not in NY and Washington DC or other areas that are likely to have a lot of foreign tourists, because tipping isn't really something that's done in a lot of Europe.) For the very simple reason that we pay decent salaries.
