Then wh are there citizens and legal immigrants who can't access tertiary education because opf costs? They're not barred from applying, there is no income restriction from entering, and that is the purpose of financial aid (which is, admittedly, a flawed system). There is a difference between not being able to afford something and not being able to even try. Same point to you... if there are 50 available college places, and you have 100 citizens, and 100 legal immigrants who want to attend that college in that course, how many of the 50 available places should go to illegal immigrants?

Which combined with detention is costing us a lot more money than sending each illegal immigrant to university. Sorry I should say each illegal immigrant who arrives by boat to university because we really don't do much at all against illegal immigrants who arrive by aeroplane unless they otherwise fall foul of the law.

Besides which as Vene pointed out these are for private not publicly funded scholarships. Funds which could be used to support citizens or legal immigrants, and funding that allows to take a college spot that either a citizen or a legal immigrant may therefore miss out on. Right?

Irrelevant. Most of the illegals are already employed. Having citizenship would only mean that they're paying taxes and their employers can put them officially on the books, thereby paying taxes themselves.
